because of an accidental wish on the black star dragon balls
Pilaf and his 2 henchmen found the black star dragonball and goku has seen a light in a room and he cheaked it out and he finds pilaf and his henchmen and they fire rockets at goku and short after pilaf wished goku would by a kid again and the red shenron granted the wish and goku shrinked to a kid size and he doesn't mind about being a kid again but Pan and Chi-Chi wasn't impressed with the results.
cuz he was accidently wished to be a kid by one of his old enemies in the original dbz series. basically this villian got hold of the dragon balls and got pissed off at goku and said "i wish you were still a little kid so that i could bash your head"
