It is unknown if they ever had a tail. When they first appeared in Dragon Ball Z they did not have tails. So it could have been possible that their mothers (or someone else) cut their tails off when they were born or when they were really young.
neo siren you sound stupid goten and gohan aren't half brothers they have the same amount of human blood as well as saiyan blood. Now to answer the question it's simple, either they didn't show when it was removed or only some half breeds can grow a tail.
