Yes,Tobi is Madara Uchiha!. In the recent Naruto chapter (397),it was a official that Tobi is in fact Madara Uchiha!.
Well if it was Obito,he really couldn't be alive,because he was crushed and killed under the bolder,when he was on a mission with Kakashi,Rin and Minato!. Some think that it was Obito because Tobi had the same type of personalty Obito,and the same hair!. As well covering his face with a mask,and only showing one sharingan!.
Madara is also the same person who had started the Akatsuki,as well as battle the 1st Hokage,and lost!. He also helped Itachi kill the Uchiha,clan however it is said to believe that Itachi had nothing to do with it and Madara did is himself!. also Madara was the one to start the Uchiha clan!.
As for how he has lived for so long that is currently unknown!. However it is possible that Madara had used a type of body transfer jutsu,like something that Orochimaru had used!. Its,possible that he used a jutsu like that to change body and continue on living!.

A body transfer jutsu wouldn't work all that well for Madara now, though, as he'd have no one with the Sharingan to transfer into!. As such, whay would he ever want all the Uchiha dead (which he was apparently behind)!?
I suspect the Eternal Mangenkyo Sharingan has something to do with him still being alive!. Like perhaps it stops aging completely!.Www@Enter-QA@Com
