It depends!.!. Gaara from Naruto Shippuuden- if so then Toph because she has no chakra limit and their techniques are similar!.
Gaara from Naruto part 1 (not Shippuuden) I will take Gaara because he has the one tailed Shukaku demon!.

Wow, that's tough!. But I'm going to have to say that Gaara would win, just more brutal, however if Toph can get inside his sand shield and hit him, she'd take it!.
