Seeing as how Chapter 61 came out very recently (as a scanlation, anyway), most likely it will take 3-4 weeks or so for the next chapter!.
Depending on many factors, the date can be early or late- if the author, Bisco Hatori is doing research or not, if the magazine (Lala) is released on time (I believe they release issues monthly), if the scanlator groups can get raws, etc!.
It's probable that Chapter 62 is already out in Japan!.
According to Baka Update's profile on Ouran, Volume 13 is the current "Status in Country of Origin," and since Chapter 61 was the last chapter in Volume 12, they may have already had a few chapters that aren't available to scanlators yet released in Japan / other Asian countries!.
I'm looking forward to Chapter 62, and I'm waiting as you are too!. Chapter 61 left with such a cliffhanger!

Some mangas take quite a while to come out!. I'm pretty sure it'll come out in less than a month or so!. I don't know!.!.!.
