Question: Naruto-Jiraya a rouge ninja or not!?

As we now know recently in the Japanese Naruto manga, Jiraya fought Pein in the form of six people he met during his travels!. Did Jiraya have permission from Kanoha to go out traveling, "reaserching," learning from toads, and getting prophecies!? Did he just ask and leave, or did Kanoha just not mind him leaving!? Or is just nothing known about why he and Tusnade left to do their own thing!?
In my opinion, i think Tusnade and Jiraya, being very accomplished ninja and with the sanin title under their belt, just decided to leave the villiage, and see the world, though they probably both remained loyal to the villiage!. Jiraya, of coarse, was getting information on the Akatsuki and Orochimaru perhaps!.

OK first off, when Jiraiya got the prophecy from the toads, that was a flashback from way long ago!. Anyway, I think when Orochimaru broke off and left for Akatsuki, the Sannin fell apart and they all ended up going different ways then!. No one dared challenge them!. Then when he left again later (and ended up fighting Pein), he didn't really 'ask' to go!. Basically he let Tsunade know he was going and she let him!.

many ninja's in the naruto world leave their village!. It does not mean they become a missing-nin or w/e tis called!. When those 2 left they still held an allience to kohona, hence when jairay returns he helped to fight off the sound/sand bandits!. also when Jairay left he was on a self impossed mission to get orochimaru, who was an enemy to Kohona, so they didnt mind him leaving!.Www@Enter-QA@Com
even if he left the village wiihtout the villages' permission so what!? its his life he can do what he wants!. i mean he probably left the village maybe to be more accomplished cauuse he wouldn't come into broad daylight into the village he is against and he is a sannin which means he is extrodinary ninj anot against the village so not he is a perv not a rougue!Www@Enter-QA@Com
