Because they filled the first season with way too much ecchi & fan-service for typical "school girls!." It made it seem like the series (the manga) was made for pedo's & lolicons!.
The fans complained (myself included) that the first series just was an ecchi-fest & sucked compared to the original manga!. The creators then did an Anime Studio switch & made an "alternate version" with less ecchi!. And the new series tried to focus aspects other than "fan-service" (storyline, character interactions, etc!.)!.
