There's 'Cardcaptor Sakura' - I've always thought she was very tough, and very sweet, and it's a very good anime!.
also, have you heard of 'School Days'!? 'Girl's Bravo' is also an allright one, the guy's a little nerdy but the girls are tough and the one main girl is very sweet!. However it's pretty perverse at times ( not something to watch with your parents )!. also Ai Yori Aoshi has a kick butt American girl in it!.
