Like other people have said, since mostly all mangakas are from Japan, they come from a culture where a bunch of strangers taking a bath in the same place isn't viewed to be odd or embarrasing!.

also, since most anime takes place physically in Japan, it makes sense to have an episode take place in an onsen (plus as people have said, it's a cheesy excuse to have a bunch of hot female characters frondeling nude together for extra fanservice)!.

However, there's a few times where anime that don't take place in Japan have similar scenes!. For some oddball reason in Shaman King when the group is in the USA, they find an onsen that looks quite authentically Japanese!. You'd think America would shut such a satanic place down!. I mean, strangers taking a bath together!?!?!!

In Saint Seiya, Saga no Geminis (still posing as the Pope of the Sanctuary) takes a bath which leaves very little to a squealing fangirl's dirty imagination in a Greek outdoor bathtub!. Still a random fanservice oriented bath scene, but they effectively made it look more westernized!.Www@Enter-QA@Com

I think its just part of the Japanese culture, many times in anime/manga the creator, they like to use things from there own life, the hot springs are a big part of the Japanese culture and are often used because of this!. Hot springs have been around for ages,so its easy to see for them to incorporate, the hot springs in the anime/manga!. also often enough the hot springs are used to kind of calm down the plot or whatever is going in the anime/manga sort of speak!. Most of the times there will be a lot of action/fighting or some kind of drama,so in way they can be used to take some pressure away from the plot as well!.Www@Enter-QA@Com

Hot springs are very common and popular in Japan; it's part of their culture!. It used to be public bathing areas, but now it's a form of relaxation and a way of socializing!.

also, it's a good way to show fanservice ;)

It's mostly used as comic relief: showing naked people in towels or skimpy bathing suits, or girls measuring their chest size, etc!. It's rare to see onsen scenes on dramatic series!.Www@Enter-QA@Com

well I think it's because the hot springs are an important part of the japanese culture!.
It's kind of like the hot dogs in NY!. hahaWww@Enter-QA@Com
