Answers:
If you're serious about doing 2D animation, you should definitely pick up Richard William's "Animator's Survival Kit" and Ollie Johnston and Frank Thomas' "The Illusion of Life!."

You should also look at Preston Blair's Animation book, which can be found online and for free here:

Even though all its examples are of animal cartoon characters, the lessons it provides on proper construction of characters, lines of action, stretch and squash and movement cycles are indispensibles and the foundation of proper animation!.

Some of the better commercial 2D animation programs such as Digicel Flipbook, Toon Boom, TVPaint, TAB, and PAP, have Student or Express versions that are fairly inexpensive!. However, you might be disappointed by how crippled these stripped down programs are compared to their more expensive Pro versions!. But if you look hard enough you should be able to find them cracked online (rap idshare, bitt orrent)!. There are some free alternatives!.

If you're doing old school drawn on paper frame by frame stuff or stop-motion or 2D, I'd suggest MonkeyJam!. It's free!.

If you're on a Mac, use Pencil(there's PC and Linux versions as well)!.

If you want to do Flash animation like the stuff on Newgrounds!.com, either break down and buy Adobe Flash or you can try Creatoon or Synfig, which are free!. They're not Flash, but they also do vector based symbol oriented aniamtion with tweening!.

One of the most user friendly softwares is Flash!. Flash is very useful for 2D animation, websites, games, etc!. I learn to use it myself by reading online tutorials and the Help menu!.
Another software which shares some similarities with Flash is Macromedia Director, also very useful for 2D animations and CD-Rom production!.

If you have knowledge of graphic softwares such as Photoshop and Illustrator, it is even easier to learn 2D animation!.
