The Signalman once adopted a completely new identity, complete with personalized weapons, before he was defeated by Batman and Robin and went back to his own nom du costume!. The Signalman has the potential to forge new and deadlier identities for himself, but he may not realise that fact!.Www@Enter-QA@Com
I would say the Scarecrow because he is a mentally unstable former psychologist who uses a variety of drugs and psychological tactics to use the fears and phobias of his adversaries!. He does not commit his crimes for wealth, but rather as a form of "research" to further study the effects of fear on humans, making the innocent citizens of Gotham his unwilling guinea pigs!.

I agree with the answer that said Scarecrow- especially with a version of him similar to the Batman Begins movie it could make for better comic plots than the ones they've always had him in in the past!Www@Enter-QA@Com
