I think you already have the order correct; Mr!. Fantastic is so smart that I can't help but wonder if the cosmic rays didn't effect his brain, as well as the rest of his body!. Tony Stark is an excellent engineer and probably something of an ordinary genius!. Bruce Banner has a doctorate in nuclear physics, or something similar, but Banner's intelligence has always seemed like a secondary consideration since he started transforming into the Hulk!. Banner never seemed as purely intelligent as Reed Richards, nor as adept as Tony Stark!.
As has been noted, Dr!. Doom is also incredibly "smart," and his level of genius is probably as great, as Tony Stark's possibly even greater; Stark is certainly a better engineer than Dr!. Doom!. Dr!. Banner would never out-think Victor Von Doom!.Www@Enter-QA@Com

I'd say Mr!. Fantastic!. Sure, Iron Man can come up with some great weapons technology, but Mr!. Fantastic builds inter dimensional portal generators!. Banner doesn't really stand out for much other than the Hulk formula!. Sure, he's smarter than most people, but not compared to Mr!. Fantastic!.Www@Enter-QA@Com
I have to agree with the majority and say Reed Richards!. His level of intelligence has been shown with intergalactic inventions to defeat such villians as Glactus, Super Skrull, Blastaar, and the like!. Doctor Doom would come a very, very close second to Reed!.Www@Enter-QA@Com
Reed Richards, Victor von Doom, Tony Stark, Bruce Banner and Hank Pym are some of the smartest men in the Marvel Universe!. Of those Richards is the smartest, followed closely by Doom!.Www@Enter-QA@Com
