It won't be for a while at least!. Pixar only releases one movie a year so that they can put all of their resources into making each movie as good as possible although they are planning to increase it to one Summer release and one Winter release each year starting in 2011!. They recently announced their upcoming movies through 2012 and Incredibles 2 isn't one of them!. They did say that the Summer 2012 movie will be Cars 2, so that does increase the hope that Incredibles 2 will eventually be made since they are going to be releasing some sequels in the future!. So to answer your question, the earliest it would be released would be the Winter of 2012!.
