Question: Were the Vizards and Ichigo's Dad former Gotei 13 Captains like Uruhara Kisuke!?

No, they weren't, although they were all "captain class" Shinigamis!.
The Vizards:
As it turns out, 100 years before the current storyline, four of the Vizards were already Captains of Gotei 13 squads, while the other four were Vice-Captains!.
Here are their ranks:
* Rose - Former Lieutenant of the 3rd Division!. He became captain approximately one year before Kisuke Urahara!.
* Shinji Hirako - Former Captain of the 5th Division!. He was Aizen's superior!.
* Love Aigawa - Former Captain of the 7th Division
* Lisa Yadōmaru - Former Lieutenant of the 8th Division!. She bears a striking resemblance with the current 8th Division Lieutenant Nanao Ise (Maybe Capt!. Kyoraku had something to do with this!?!?!?)
* Kensei Muguruma - Former Captain of the 9th Division
* Mashiro Kuna - Former Lieutenant of the 9th Division
* Hiyori Sarugaki - Former Lieutenant of the 12th Division!. Urahara became her Captain after her old Captain Kirio Hikifune was promoted to the Royal Guard!.
* Hachigen Ushōda - Former Lieutenant of the Kido Corps, surprisingly under Tessai (the large guy in the Urahara Shop)
How they became vizards hasn't been revealed yet, although this definitely had something to do with Urahara Kisuke!.

Ichigo's Dad:
As for Ichigo's Dad, its not yet certain whether he was a Captain or not!. However, he did mention to Grand Fisher that he is a "captain class" shinigami, meaning his strength is comparable with those of the Lieutenants and Captains!. And, during the same fight with Grand Fisher, he was seen with a haori attached to his shoulder!. This implies that he could have been a Capatain since only Captains of the Gotei 13 wear haoris!. However, when he served as Captain and which squad he was assigned to is still unknown!.Www@Enter-QA@Com

not really!. in the sense that not everyone was a captain!. the answers are all in the latest chapters released in bleach ( -108 to -102 as of this week)!. you can read it in onemanga!.com :)

lisa yadomaru (girl with glasses, in school uniform) - 8th division, the lieutenant before nanao!. you can actually see shunsui's taste in subordinates here!. haha!.
hachigen ushoda (the big guy who sets up the barriers) - former lieutenant under the kido corps [its interesting to know that his capt was tessai-san from the urahara shop, nice huh!?]
the manga hasnt specified as of yet how they turned into vizards but its getting there!. :) read the manga!!! its heapings better than the anime IMO!.
