Maybe she just shuns the whole 'nobility norm' like Yoruichi, but it'd be more cool, in a way, if Kuukaku lived in Seireitei because then we might see more of her and Ganju!

also it may have something to do with the killing of someone close to her(i think it was her brother or something) by kuchiki byakuya!.!.!. if you re-watch the episode in which ganju actually meets rukia in the tower he explains things there!.
