As you can see in those pages, it has already been a year since Light died, so why is Watari still alive in page 5 with Near!? Another Watari!!?
It is very impossible that this happened in the past because Rem, L, and Watari died the same day in the manga and in the anime!. In Watari's personal data page of chapter 110 (page 26), he died on November 5, 2004 (same date as L's)!.

It's not Watari!. Watari did died back in chapter 58!. The man who's with Near is Roger!. He's shown on the same page as Watari's info!. You can tell it's him by his distinct nose and curly locks!. Even on that info page, http://www!.onemanga!.com/Death_Note/110/2!.!.!. it says, an I quote, Roger "became the second 'Watari', forming the backbone supporting Near!."

that is not Watari, his real name is Roger!. he ran Watari's orphanage whenever he was away helping L!. so while Watari is L's "guardian", Roger is Near's and Mello's!.
when Watari and L died, just like Light i guess Near came to the same decision not to inform the world that the real L and Watari are dead!. so Near took on the name L and Roger took on the name of Watari!. like an alias!. by doing this it kinda makes L and Watari immortal (but really they're not, different people just take on their names)!. i hope you got that!. :)

Another Watari is possible!. Even though the "copy" of Watari looks like him, it could be the same with Near as taking the place of L!. That person who appears in page 5 could just be the "successor" to Watari's place!. That's my theory!. That's not Watari!. That's Roger!. Watari is an alias who works under L!. L is also an alias!. Look back in vol!. 7, and you should see that Roger has got the message on the confirmation that L had died!. There is no other Watari!.
