Answers:
Well depending in either the Manga, the English manga, and the anime it vaires!.

Juin Jutsu - Hyuuga Branch Family Seal (Manga)

Wearer: Hyuuga Branch Family

This seal is attached to the members of the Hyuuga Branch Family!. Is is placed on the family member at birth to ensure the secrets of the Byakugan do not fall into enemy hands!. It also ensures the Branch member follows the orders of the Main House!. When the seal is placed on the Branch members forehead, their mind can be destroyed by a hand seal known only by the Main family!.

Please note: This is a variation on what is commonly known as a manji, which had its origins several thousand years before the Nazi came to power and used the swastika!. It was usually known as a symbol of good luck and protection!. This variation is probably meant to be the Buddhist symbol for Buddha's heart and mind!.

If you pay attention, you'll notice the symbol he has it inverted from the Nazi swastika!.

In any event, that symbol is what Kishimoto chose to use for the Hyuga Branch Family Cursed Seal, used by the main branch to keep the others subservient!. I'm pretty sure it is only shown during the Neji v Naruto fight in the Chunin Exams!. In the anime, it was edited to a different design to avoid confusion!.Www@Enter-QA@Com

It's a mark that designates him as part of the branch family of the Hyuugas!. If he ever disobeys or betrays a member of the main branch, a few simple hand signs by them will make his mark start to burn intensely!. It could kill him if the need arose!. As for why that shape was chosen, it could be to represent that it creates a certain level of peace in the family!. I may be mistaken, but I think the swastika was a symbol of peace before the nazis adopted it, giving it a negative perceptionWww@Enter-QA@Com

The swastika was merely a symbol, used to portray that Neji was a branch-house member, and was therefore bound to the Main-House!.
It is a symbol that binds him to the main house, and the Main house can use it against him, to bring him pain, or control him perhaps, even!.Www@Enter-QA@Com

It's the caged bird seal, everyone in the branch family has one!. I read up on it, it's supposedly the buddist symbol for peace, NOT a swastikaWww@Enter-QA@Com

Go with what Naruto Uzumaki said!.Www@Enter-QA@Com
