He is Domo, a mascot of Japan's NHK Television Station who appears in several 30 second stop-motion sketches (In Japan) shown as station identification during shows!.
Domo also appeared at Nickelodeon starting January 2008!. He has his own program known as "Domo" for 2 minutes (In U!.S!.)
There is also a 2 minute Domo at Teletoon TV Station here in Canada, but in the credits, it's originally from Japan and taken by Nickelodeon for translation!.Www@Enter-QA@Com
