Yeah, if you want real romance, I'd have to say seasons one and two of "Victorian Romance: Emma!." And I can't reccommend it enough!.

If you want silly romance that's serious at times, try any of "Aa! Megamisama" (aka Oh! My Goddess), Kimagure Orange Road, or Seto no Hanayome!.

Then, barring hentai, harem, shounen ai, and shoujo ai (and I don't count magical-girl or mecha shows)!.
