Ok, this is tough, but I think I have an answer, and a good justification for all of these!.
Surfer v!. GL - Lantern wins under the condition that the ring bearer is Kyle/Ion!. This is no contest, unmeasureable power funneling from the willpower of all sentient beings in the universe beats, really, anything!.
Strange v!. Fate - Strange due to Strange's knowledge as a surgeon, he would have an unparralled point of refrence during any battle, frankly this would give him an edge anytime!.
Hulk v!. Superman - Although the hulks strength is "limitless" and unmeasureable, I would say that Superman takes it!. Superman's strength is comperable to Hulk, but speed is always a factor when it comes to these battles!. and since superman is argueably as fast as the flash, and the flash is the fastest thing in the world!.!.!.!. Superman wins!.
Thor v!. Capt!. Marvel - Thor is a god!. That's it!. No questions are asked!.
Namor v!. Aquaman - Aquaman's skillset are equally matched with namor, but Arthur's alliance with the JLA, make him the better match, but if we are not counting alliances, and we are talking about "new school aquaman" then it goes to Arthur!. Dude has a freaking robot arm/hook/harpoon/trident on his hand, so it's aquaman for style!.
Wolverine v!. Lobo!. Weapon X like a mo fo!. Unbreakable bones, regenerating tissue!.!.!. this is an insult for Logan!.
Capt America v!. Batman!. Batman takes it for one reason, and one reason only!. Batman got his back broken by Bane, and is still around, some ***** sniped Captian America and now he is dead!. Its sucks, but that's the way it is!.
Cable v!. Orion - As we all know, Cable is from the future, what else comes from the future!? Flying deloreans, unbeatable robots with austrian accents, and in most cases stories of world war 3!. All bad ***!. So by the transitive property of "bad-assedness" (also known as Chuck Norrisim) Cable is bad ***, and therefore unstopable, and his mom is REALLY hot!.
Apacolypse v!. Black adam - no idea no explination!.
Onslaught v!. Doomsday - in 1992 Doomsday killed the hell out of Superman, the JLA and half of the country, not to mention the prison style beating he gave guy gardner!. Nothing and nobody has ever come close to doing that!.
Galactus v!. Spectre - spectre embodies the entire spirit of vengence AND is the universes worst enemy AND the universes greatest hero!. That is why Spectre isn't really a villian
Doom v!. Luthor - Luthor!. Superman has had like 60 years to take down luthor, and what happens!? Luthor is the president!. What's a dude in a green cape going to do about that!?
Phoenix v!. Prime - prime isn't really a villan, but, I would say phoenix!. ***** is crazy!.
Venom v!. Sinestro - Sinestro, easy, he would talk venom to death!. And the scorpion is a puss anyway!.
