He's not from an anime!. Rather he's a drawing by a studio of artists called X-Seven!. He's actually a character design for an RPG forum game, by one of X-seven's artists, Penicillin!.
On the bottom of the picture you have, you can clearly see the words X-seven!. I looked it up and it's a group of artist on deviantart!.com and they have the same exact signature!. You can see it on their ID on the page below!.

I think some show that used to be on Adult Swim, can not really remember the name of the show!.!.!.!.!.!. There was a priest like dude who was a vampire fighting other vampires that were trying to interupt the peace between the humans and the vampires!.
