Touche Turtle, circa early 1960s!. I think it may have been a Disney creation!. I remember because I had a Touche Turtle coloring book as a kid!.
Edit: Nope, it was Hanna-Barbera, but I was right on about the time period!. It originally ran in 1962-63!.
