Naruto still proved to be a strong and tough opponent,and he did delvop stronger since he joined the team!. also at the same time he had also gotten stronger from when he was a genin too!.
Well during the chunin exams with Temari Shikamaru had put up a good fight as well as showed excellent strategy throughout the entire,match!. So,at the end of the match Shikamaru had gave up and had lost however,after seeing his excellent strategy and well as leadership,the higher ups in the village had decide to make him a chunin because of all his efforts!.

lol oh weakest!. Well acuctlly I think it might have been Sakura,at the time she really didn't show much strengh or skill that much,and almost as Ino kind of got in the way!. Even Ino was stronger then Sakura,and then stronger then Ino could be Hinata!.

well, they said before the final fights its not if you win or lose a match, but how you perform in the match that makes you a chuunin(this could mean everyone could be a chuunin or everyone fails)so thats why even though shikamaru gave up he become a chuunin!.
also the weakest in team 9 is ten ten!. also the only ppl in team 9 are rock lee neji and ten ten so i have no idea why your saying sakura!.
