It could also be the height of something, because Kakashi has a flashback where Jiriaya says 106cm!.
At first I thought it could be the identities of Pains bodies, but it can't because Pain has 6 body and there are 7 numbers!.
Or it could be a list of Jutsu, like maybe konoha keeps track of different kinds of jutsu and numbers them!.

A good guess would be, the answer to who or what Pein actually is, and the key the the Rin'ngan, the specific way Naruto's seal must be adjusted so he can 'safely' use the chakra of the Kyuubi beyond 4 tails, and why specifically Naruto's the destined child that will save the entire shinobi world!.
