I don't know if I can pick a better one between those two because they're so different!. I guess if you would like to have a new life stage University or to have more things to do then Freetime!.
The thing I like most about University is the new jobs, but you can't get one of them unless you go to college!. I think sending them to college can get really boring sometimes, but it would help with making money and friends!.
The best thing about Freetime is the new objects and just being able to have a hobby!. The life time points that come with it can be useful too, but overall I think freetime was kind of disappointing!. It's really glitchy and you can't pick what hobby your sim's destined one is!.
