I believe you are thinking about the Power Pole (I believe it's called something like Nyoboi in Japanese)!. It was a staff that could extend to great lengths &, unbeknownst to Goku until close to the end of Dragonball, it could connect Korin Tower to Kami's Lookout!.

as for the 2nd question, although there have been rumors about Dragonball AF, Akira has yet to acknowledge any plans on creating it and as far as I know he plans on working on other anime & mangas and continue no further in the Dragonball universe!. However there is on-again off-again plans of the movie that is supposed to be released in 2010-ish!. And to clear the record, it is based off of the original Dragonball, not Dragonball-Z, like it was initially planned!. All 3 anime series have been completely finished and most, if not all, episodes are available on DVD, including the uncut "Lost Episodes" of Dragonball-GT!.Www@Enter-QA@Com

I thought Dragonball z was replaced with Dragonball GT!. at the end of the final saga the dragon returned Goku to a child again and the balls are spread throughout space!. The newly young Goku goes on a journey through space with his son in GT to find them!.
Only just remember that, it was a long time ago that I last watched any Dragonball, could be slightly wrong, but I'm sure Gt replaced Z!. Other than a couple of movie spins of course!.Www@Enter-QA@Com
