The "hougyoku" was created by Urahara as a means to hide the object, which was clearly dangerous (taboo) because it could literally make a shinigami into a hollow using the energy from the person!. He put it inside in Rukia's gigai to seal the powers of the hougyoku and fled Soul Society!.
Where did Aisen, Gin and Tousen float off to!?
They were aided by the Menos, so I assume that they float into Hueco Mundo, which the hollow's habitat!.
What are menos!? are they like hallows!?
Actually, the ones who helped Aizen and company are called "Gillian class menos"!. But the main difference between menos and hollows are
-dangerous than normal hollows
-created from void hearts, so that would result cannibalism to other/or their own species
-there are levels of menos including Vasto Lordes, Gillians, and Adjuchas
-they are similar to hollows because the menos class is the sign of their development

Um did you even pay attention to what was going on in the 61 episodes that aired before it!? Aizen, Gin, and Tousen were after the Hougyoku, which was inside of Rukia!. After they got it, they went to Hueco Mundo with the Menos (which are a higher form of Hollow)!. If you keep watching, you'll find out what happens next!. Urahara had put the Hougyoku inside Rukia to keep it safe!. The Hougyoku basically gives Shinigami powers to Hollows, thus creating Arrancar!. They "floated off to" Hueco Mundo, which is the hollow world, so they'll have endless supplies to create their Arrancar!. The menos are a whole bunch of Hollows combined together, with extrodinary strength!. They're the same side as the Hollows, yes!. Aizen is the "king" or "ruler" of the Menos and all Hollows and Arrancar!.
The only other bad guys I am aware of are the Bounts, and they're gone!. So technically, since he's commanding the Hollows, yeah, he's the top bad guy!.
