Well, I think shipping rates depend on the weight of the package and where you live!.
I myself, order from allanimedvd ALL the time
(Naruto stuff xD)
And, USUALLY, the stuff gets to my house in about a week!.!.!.two weeks at the VERY most!.
(I live in Canada)
And the costume isn't only about height, it's also about your actual size, but if you're 5'1 and about average weight for that height, a small should be fine, if it's not, you can always just send it back and ask for another size!. :]
I had to do that with one of my cosplay costumes once
(I ordered the akatsuki robes from that site!. ;P)
