Actually, it was Gardner Fox!. He wrote the first "Justice League of America" story back in 1960!. He also wrote many of the "Justice Society of America" stories that appeared in 'All Star Comics' from 1941 to 1951; the Justice Society was the first group of so-called "Super-heroes," and served as the model for the Justice League!.

Both Batman and Superman were "reserve members" of the Justice Society and only took part in one Justice Society adventure, although both made cameo appearances in just a few panels in two other Justice Society stories!. Batman and Superman were also members of the Justice League, but neither one should get the credit for having "started" the Justice League; in fact, appearances by Superman and Batman were few and far between during the first three or four years of the Justice League's existance!. No one individual hero can be said to have "started" the Justice League, and it was a menace that crossed the paths of first Green Lantern, then Aquaman, then Wonder Woman, then the Martian Manhunter, then the Flash, and finally Batman and Robin (who the others rescued), which caused those particular heroes to decide to form a league!. Years later, the history of the Justice League was rewritten and Batman and Superman were excluded as founding members; eventually that revision was revised and they both became founding members again, but in no version was any one Justice League member presented as having been the prime founder, the person who "started" the Justice League!.Www@Enter-QA@Com
