What japanese anime/comic character is this?!

Any idea what's the name of this character!? It's a bunny/rabbit with ears sorta tied together with some hair tie/rope, dressed in jail-like clothing (with stripes and number labeled in the middle), wearing a pair of flip-flops!. Please help, I've been searching it for a long time but to no avail!. I'm not sure if this helps, but there's this word 'putin' under the number on its uniform!.
