Okay, if you're JUST going superheroes, & not superbeings, you will need a few amendments to your list!. First, Thanos is a supervillain, & I believe he is still currently dead, though he is Death's concubine in which case he could still be considered active to an extent!. In any case, he wouldn't be on your list!.
The Phoenix Force would generally be considered neutral, & as for Phoenix (Jean Grey), I believe she's still out of action!. However, she may be Mutant X!. Anyway, you could justify leaving her on the list!.
The War Hulk wouldn't have been considered a heroic version of the Hulk, but I would definitely have Hulk on that list somewhere!. He would probably actually be ranked higher on the list, because his strength can easily surpass Thor's!. That is, if you're trying to place them in order!. If that's the case, Hulk can also surpass the Surfer in sheer strength, but not in abilities!.
Apocalypse & Galactus aren't heroes, so they would need to be removed from the list!. The Watcher could be left because he ahs acted as a hero before, but generally he is neutral!.
I would also consider the following characters for potential listing on this list: Superman, Sentry, Captain Universe (the essence which embued Spider-Man with cosmic powers), Captain Marvel (from both companies), Super Nova (Nova from Annihilation), Wonder Woman, Supergirl (current version), Ghost Rider (Johnny Blaze), Ms!. Marvel (when in Binary form), & Hercules (Marvel)!. I'm certain there are other characters who belong on this list, but I can't list them all!.
On a side note, if you aren't just going with American comic books, I might also recommend several characters from Dragonball Z lore!. I would recommend Goku, Vegeta, Piccolo, Gohan (Mystic form), & Majuub!.Www@Enter-QA@Com
