An animated GIF is a series of different pictures that, when put together, looks like it is moving!.
If you have softwares like Adobe Imageready, Flash, etc!. that has functions like this, then all you need to do is to prepare a series of pictures or texts that are different from each other, put them together using layers (Imageready) or keyframes (Flash); and determine how long and how fast you want your gif to animate; and finally then Save As/Export as a !.gif file!.
If you don't have softwares like these, you can find some online gif making tools that are easy to use!. I used to use these tools before I bought Flash and Imageready
