The timing of an english-dub DVD release doesn't matter!. What matters is if whatever network buys the rights to show the anime!. For example, the first episodes of Trigun were dubbed in english and available to buy on VHS WAY before it started showing on TV!. It was only when Adult Swim bought the permission to air it, did it start being broadcasted!.
In most cases, a series will remain available on DVD!. It's only a select few (mainly the most popular series) which will make it on the television!.Www@Enter-QA@Com
