I actually gave a long post on materials recently, so for to shorten this, I will post a link to it rather than explain too much!.
To start with, writing and drawing are highly personal things, but the truth is art is a highly organized activities!. Most writing starts with outlines, most drawing with preparatory sketches!. So you plot out, write,and lay out your comic book however you feel comfortable doing so!. Now comes the page:

For most books, you draw a regular page about a third bigger!. This would make a panel on a six panel page about a five inch square -- ten by fifteen!. For a double page spread, turn the page on its side, and rule it out to draw it the same size as the final two pages!. This would make it about 6 2/3" by 10 inches!.
Panel borders should be roughly 1/4"!. Letters should be 1/8" with the space between lines of letters 1/16"!.
If you have problems with scanning that size, most commercial xerox machines will reduce it to two thirds the size, which means it will fit on an 8 1/2" x 11" sheet of paper!. You can indeed scan it in and color it with photoshop!. In the old days they used to do coloring on copies in watercolor, and take pieces of acetate and paint over the originals to create guides to tell the printers what the separate colored inks should look like!. These days, as I said it's done in photoshop or some similar program!.
