Most of Snow's babies did not look human, and according to the Fabletown charter, Fables which cannot pass for human must remain on the Farm, so that is where Snow must raise them!.
When Prince Charming winning the election as Fabletown Mayor, he appointed Beast his new Sheriff!.
Because of Bigby Wolf's history of eating and terrorizing many animals, he was forbidden from the Farm when it was founded!. And no longer having a position as Fabletown's Sheriff, he decided to leave!.
