In the time skip are sasuke and sai in love?!

No defiantly not!. Acutely if anything Sasuke hates Sai then even likes him,and also Sasuke has even fought against Sait when Sai was taken to Orochimaru's hideout but Sai's plan was to kill Sasuke but because of Naruto he didn't and wanted to hellp Naruto!. Although Sasuke had still fought Sai,as well as Naruto and other's so they really don't like each in that way!.
