CARDCAPTOR SAKURA - an elementary student who was assigned to capture the clowcards!. make sure you watch the OVA's
AKAZUKIN CHACHA - its about a magical girl who always messes up her magic!.!.!.it may not exactly be about romance but its sure as hell funny!
MERMAID MELODY - a mermaid princess who fell in love to a human (or so she thought)!.!.its nice too!. romance & comedy
WEDDING PEACH - this anime has been around since i was a kid, but its funny & romantic too!.
SAILORMOON - a classic anime!. ive been watching this anime together with dragonball!.!.which proves that this has been around & is still watched until now!.
AYASHI NO CERES - its is maho shojo!. it got romance & fantasy but not exactly humorous
Now there are also cute animes that doesnt include fantasy!.!.but so dang funny
LOVELY COMPLEX - a good combination of humor & romance!.you should see the fight between otani & risa!.!.!.this one is also one of my favorites!
OURAN HIGH SCHOOL - focuses on humor!.its cute too!.!.its not exactly romantic!.!.but its still a fun anime
SCHOOL RUMBLE - romance & humor!.one of the funniest that ive watched!. its just a story about an ordinary school life!.
Since you like fruits basket,maybe you'll like TOKIMEKI MEMORIAL too!.The story revolves about 1 boy who got involve in 3 girls, the girls fell in love & was fighting for his attention!. a little bit like ICHIGO 100%

Right now I'm watching The Melancholy Of Haruhi Suzumiya!. It's about this girl who can contol what happens in the world!. There are aliens, time-travelers, and esperers (or however you spell it!.) It's cool!. And it pretty much fits everything you listed! lol

The manga (Fruits Basket) goes way more into it!. The anime had only like 26(!?) chapters, and the manga goes on and on!.
