I think that the legendary pokemon set would win even if it was them vs the whole naruto cast because they are way stronger then naruto!.Www@Enter-QA@Com
Naruto characters would win, All Pokemon are supposed to be good hearted, but they adapt to the personality of the trainers they grow up with !. So if the trainer is bad, then they become bad I guess, also, the Naruto cast would win anyways!. Plus, A Pokemon can only know 4 Attacks at a time, when you look at Naruto, Naruto characters can have as many jutsus as they want!.
