Gotham cannot be New York, and Metropolis cannot be Chicago, because New York and Chicago also exist in the DC Universe!.
It's the same with Springfield in the Simpsons - no actual state is ever named, so that you, the reader, will feel that the story might be taking place in YOUR state!. If the story was defined as taking place on the other side of the country, you might not be as interested!.
