Well I suggest that you go to www!.y8!.com and look for the dress up games there!. Most of them are anime inspired, or at times they are made by japanese artists, so maybe you could emulate or draw them, or be inspired in drawing them better!. I suggest you download orbitdownloader from www!.download!.com to get those flash games from the net so that you can play them even if your pc is offline!. CAPCOM game designs are cool and you may want to follow their style!. You should be familiar with capcom games such as Darkstalkers or Rival Schools!.
Or you could search the net for stuffs like>> how to draw manga, there are a lot out there that gives free tutorials!.
My other suggestion is that try copying an anime drawing you like, most of the great artists start by copying objects and other things!. I know of someone who started to like anime and tried to start drawing, and although her drawings were not that good in the beginning, after a few months of intense drawing, she has gotten better, she progressed faster than I did!.
Maybe I guess you meant software (not a game) to improve your drawing, well there is this "Manga Studio" software, but I guess that is meant for pros!.

The only way to get good is to practice!. You can find tutorials, and read books and use these as learning tools but ultimately you just have to practice!. There's a saying even among the professionals: for every good drawing you've done, you've done 100 poor drawings!.Www@Enter-QA@Com
