Do you remember when Naruto summoned Gamabunta and he was trying the whole day not to fall off his head, well Gamabunta said that there was only 1 other person besides Jiraya that dared to be on his head, basically indicating the 4th hokage was that other person, and we see his name on the scroll that naruto signed, the 4ths signature is the one before Naruto's!.Www@Enter-QA@Com

Jiraiya was always comparing Naruto to the 4th, and as Wein K said, Jiraiya HAD said that there was only one other person Gamabunta would allow on his head!. I imagine the 4th would have needed Gamabunta's power when he was fighting the 9tails!.Www@Enter-QA@Com

Technically No!. He taught him how to Summon, he signed him up as a summoner of frogs, but its depends on the amount of chakra that you put into a summon, that calls up a corresponding Frog, that you do by trial and error!.Www@Enter-QA@Com
