I don't think Shippuden Chouji wears "spandex" though!. His costume looks mostly all cloth!. I would maybe search other shippuden Chouji cosplays online and see what kinds of materials you could use, might even help to join a cosplay forum or ask the person who made their Chouji costume what they used!.
I have a friend who cosplayed the very Chouji you speak of, and he used foam, craft foam, and cloth to make his costume!. And it worked great!. And he bought all the materials from a fabric store in town, so you'd just need to be able to sew!.
If you're asking where you can buy one locally!.!.!.you really can't!. You could maybe hire someone to make it for you, but make sure you know who you're hiring and you give them all the specific details!. Other than that, you might have to just order online!.Www@Enter-QA@Com

Why!? It sounds like you just want to dress up oddly without having any legitimate venue in which to cosplay!. If you do wind up trolling the local mall, or whatever, dressed more-or-less like an anime character, don't be surprised if people pointed ignore you, openly make sport of you, or perhaps even attempt to hurt you!. You do have the right to dress however you want, but don't underestimate how belligerently some people will act toward what they consider odd behavior!.Www@Enter-QA@Com
