For romance, you can't get any better than Ai Yori Aoshi!. This traditional Japanese anime is literally a twist between Ranma 1/2 (in the fact that there are arranged marriages) and a comedy harem (guy is surrounded/live with women)!.
Elfen Lied is in the Action and Romance sections (although it should belong in only the action section) for the fact that it has love triangles and something called vectors, that can destroy and kill!. WARNING: Bloody and gore!.
