I think naruto!.!.
Coz when all of the devil fruit eater are thrown to the sea they will lose their power and Naruto can win easily!.
And if there should be Nami, Zorro, Sanji, Usopp, etc!. And I think it can be easy to naruto character to defeat
Like Zorro vs Sasuke (Sasuke will uses Sharingan power x_x)
Sanji vs Kakashi (Kakashi will uses raikiri and Sanji!.!.!.death)
Tsunade or Sakura vs Nami (Nami will die cause of broken bone)
Ussop (I think we can kick his ***)

Naruto because of his experience as well as is strong jutsu's and attacks and not to mention the power from the kyuubi!. Naruto is more skilled the Luffy is and it really wouldn't take much for Naruto to win the fight!. also Naruto had developed is sage training and is able to use and control it now which makes him even stronger!.
