'Now were going to split up, One group will cause a diversion and the other will do reconnaissance!. Lets make sure we've got it sorted'

So basicaly that means group 1 is scouting or checking out the area, looking for the kyuubi, getting information on it!.
Diversion: a feint intended to draw off attention from the point of main attack!.

A diversion is a maneuver to draw someones attention away!.
A reconnaissance is to gather (usually military) information!.
So basically one team has to distract the enemy so the other team can inspect and do some research without being caught!.
