There was a time when wits like yourself would ask about Superman's trunks two and three times a day, but after the question had appeared here a thousand times or so it faded away!. You may as well ask what sort of animal Goofy is based upon, why Wile E!. Coyote didn't just buy dinner instead of equipment from the Acme company, and other overused questions while you are at it!.
As for Superman's costume, the writer and the artist who created Superman, the prototype "super-hero" wanted him to be recognizable at a glance, so they decided to put him in a costume!. The only people they had seen fairly often who wore costumes were circus people, mainly trapeze artists, who often wore trunks over tights and who also entered wearing capes over their costumes which they removed when they began their act!. Seigel and Shuster decided to use the circus performer's costumes as a model for Superman's costume, and they kept the trunks over tights look, complete with a cape!.

Well you see when he first put his costume on the phone booth was to small and in the rush he accidently put his custom underpants on the outside!. Then the reporters took his picture and it was too late by then, he had to continue for the sake of consistency!.Www@Enter-QA@Com
