We 'THINK' that Akatsuki is led by Pein!. However, Akatsuki is really led by Uchiha Madara!.
On the night where Itachi destroyed the clan, there was someone else who helped him, and that was Madara Uchiha!.
However, Itachi joined the Akatsuki just to keep watch on the organisation!. Itachi was ordered by Konoha to kill his clan, but he couldn't bear to kill his little brother!.
Madara was under the disguise of the character Tobi, the one who wears the mask and is quite tall!. He is also/once was the Mizukage, or leader of the village hidden in the mist!.
As for their personalities!.!.!.
PEIN: Pein has 6 bodies and thinks of himself as a god, also due to his kekkai-genkai, the Rinnegan!. More powerful than the Byakugan and the Sharingan!. He wants to rebuild a new world, in which he will be god, and it will be peaceful!. He was Jiraiya's pupil!. He was previously known as Nagato!.
"As Pain, his personality is very different having become a calm, serious, aloof, and detached man!. Apparently believing his childhood trauma had enlightened him to the true meaning of pain and suffering, he now believes himself a deity and evolved beyond a mere human!. He now seeks to show the world the meaning of suffering by using an ultimate weapon to deter future wars by means similar to 'mutually assured destruction'!. He shows no moral qualms about his actions!. The real leader is Tobi (Madara Uchiha), but this isn't revealed yet in the anime, so everyone thinks that the leader is Pain, but Pain takes orders from Tobi!.
