in the beggining he seems like the best of the best!.
naruto thinks that sauske is his biggest rival!.
in shippuden he gets so strong we r all pretty much saying
O!.e!.!.!.!.!.konaha is done!.!.!.!."
so as you said, sasuke is made to SEEM like superman in the fact that hes seemingly undefeatable!.
there are a few reasons this is done!.
there are two main ones though!.
1) its done to show nobody is perfect!.
the creator is big on teaching us lessons as we go such as not to cut yourself short or not to jump to assumptions and the imporntance of friendship and so on!.
sasuke is semingly indestructable, the best of the best right!?
buuut!. if you look he always has a weekness!
no matter how perfect he seems theres always a flaw!.
he seems soooo strong right!? he even learned chidori!
but against haku, garra, and even his brother he ends up needing help!.
he defeated his brother in the end becase itachi wanted it to be so!.
so this shows that
though he seems perfect (has all the girls after him, strenth , smarts, looks ect)
HE IS NOT!
so it shows everyone can improve and not to be intimidated by anyone who seems perfect becase they have flaws like the rest of us!
the second reason would be that its for narutos sake!.
2) most of naruto's groth is due to him wanting to better sasuke!.
most of his jumps in strength are due to sasukes influence!.
sasuke is beateen by haku and naruto goes all demon fox!.
itachi hurts sasuke naruto learns rasengan!.
sasuke runs away, naruto vows to get stronger!.
sooo in order to make naruto stronger he had to have an idol that seemed perfect so he himself will push himself hard enough to get as close to perfect as he can!
naruto keeps growing because sasuke just seems to keep getting stronger!.
its the same reason itachi is in the series!.
as a kid sasuke not only looked up to his brother as a sibling but also as his rival, expecially in school and ninja arts!.
he strived for perfection training himself extreamly hard to gain what his older bro had, their fathers acceptance and "perfection"
but in reality itachi wasnt perfect!. instead he had a lot of problems and wasnt strong enough to fix them the way he would have liked!.
so in essence!.
sasuke is to naruto!.!.!.what itachi is to sauske
he shows prefection is not achivable but that you can be extreamly talented but also, more inporntantly, NOT TO GET UPSET IF YOU ARE NOT PERFECT! JUST TO DO YOUR BEST!
and secondly!. he is there to puch naruto to become stronger and better his bests!
so naruto can one day achive his dream of becoming hokage!.
sooo yeah!.

there are more!. smaller things!. but they are mostly things like
to show even the strongest need help, and that happiness is more imporntant then power and ect!.
