Maromedia flash 8 - It allows you to create animations but its more or less for 2D cartoons!. I'm sure that's what you are talking about!. Its takes a bit of training to use but it is very straight forward and simple!. You draw a guy, you add a frame, you move the guy's arm 2 mm and you add a frame!. Very simple!. The original software is costly though!.!.!.!.
