Well to the 1st question Gohan was mystic form (which is supposedly meant his power was to some degree close to SSJ3 and by that I mean in order it would be SSJ, SSJ2, Mystic, SSJ3) as for gt it's because Gt is non cannon, and by that I mean unlike DB and the Z anime that follows the whole DB manga Gt was what you call an anime original (meaning it had no manga basis)!. So in other words
DB and Z = DragonBall Manga
GT= not based on any of the manga!.

The entire point of that training was to unlock all his fighting potential (ie fully trained Super Saiyan of what ever his max level is, which based on his power after the Elder Kai training almost assuredly is Super Saiyan 3)!. By doing this, he gets all the power with none of the drawbacks!. So if he were to turn Super Saiyan after this, he'd have to go SSJ3 to even possibly match his base form power (and it's not known if the training unlocks this ability for him) and even then going SSJ3 would put more strain on his body and tire him out faster!.
In GT he goes SSJ because it wasn't written by Akira Toriyama, but instead by someone or multiple people who didn't understand much of the DragonBall universe!.Www@Enter-QA@Com

because he reached a different type of power which was called "mystic" power i believe!. Mystic power was more powerful than super sayan which is why he didn't change!. It's like he skipped over the transformations and reached a level of power that didn't require a transformation to reach!.Www@Enter-QA@Com
Because in dragonballz when he reached ultimate Gohan he did not need to transform because this form was stronger than his ssj form but in gt after ten years he did nt practise then his ultimate form became weaker and he needed to transform to become stronger!.Www@Enter-QA@Com
He turned Super Saiyan before fighting Cell!. During the Elder Kai's training, he ascended to a level beyond Super Saiyan: Ultimate Gohan!. Www@Enter-QA@Com
